I am about to change my iPhone and have an issue, in my iCloud I have over 700gb of photo's and video's, so my question is, is there a way of still syncing the photos I take to iCloud on my new device but without all of the photos & videos syncing on my phone? (as i will have no storage space left on my new device)?

If you turn on iCloud Photos, all of the photos will sync. However you can reduce the space used on the phone by turning the Optimize Storage option, See the following from Set up and use iCloud Photos - Apple Support
