"Cannot Send Message" pop-up error while sending texts on my iPhone

I was trying to text my friend, but it keeps pooping up this message:

Check Settings > Messages > MMS Messaging, and make sure it is turned on.

To send pictures to a person that does not use iMessage, you will need to send them as MMS Messages.
