Safari desktop shows a blue frame

Hi,

since 2 or 3 weeks I have issues with my desktop arrangement of apps. Whenever I move an app, e.g.: Safari desktop shows a blue frame and hinders me to move wherever I want the app to be moved. Unfortunately I cannot make a screenshot as whenever I push the keyboard shortcuts the frame disappears. I am running latest and greatest Mac OS of course ;-) Any help would be appreciated!

System Settings->Accessibility->Keyboard, make sure that "Full Keyboard Access" is OFF.

Safari is part of the Operating System


As such, it is not possible to Uninstall


Nor is there a Standalone Installer offered by Apple to " reninstall the safari. "
