How to recover the missing books that were previously downloaded?

My phone has been low in storage. When I opened the Books app, dozens of my downloaded and annotated books had disappeared and only 4 were left in my library. How could I obtain the missing books that were previously downloaded? Would the annotations still be there too or would I have to redownload separately? Are these deleted forever or are they recoverable?
