Apple Pay available for some IAPs And Not Available for Others?

Apple Pay available for some IAPs And Not Available for Others? I redeemed a Apple Gift Card and added the Balance to Apple Pay and Into My IOs Wallet.. I made and in-app purchase successfully the first time i tried but the second time through a different app it says that Apple Pay is not available for use? Any reasoning behind this? Pls and Ty
