Private relay and hacking

I recently have been getting a message that my "private relay" has been turned on/off as well as "available/not available." This occurs even when I am not browsing the web or using an app. I wondering if it is showing these messages as they connect/disconnect from WIFI network. Or if it could be that someone has hacked my phone and is attempting to search website/apps - which is then sending notification to my phone.
