The past two days I get the message on my iPad your network settings prevent Content from loading privately. I have not made any network settings changes.

There's currently an issue with Apple's Private Relay service - that also affects the related Mail Privacy Protection.
Apple - Support - System Status
The workaround, pending restoration of normal services, is to disable Mail Privacy:
Settings > Mail > [Messages] Privacy Protection > Protect Mail Activity - set to OFF
