Whenever i try to download insta, snapchat, or discord it ask me to sign in with my password to view billing information. When I install my password it takes me to my payment methods. I have no idea why i have pay for apps i never had to pay for before, even with an iphone.

If you have already entered a payment method, use the “Add a payment method” link above to check it. If a message appears in red there is a problem with it. "It" is probably asking you to update your payment information. The expiration date on the credit card might need updating.
You won't be charged for anything unless you buy it, but you won't be able to do anything......including downloading free apps until your account payment information and other details are up to date.
You may need to contact Apple Support directly for assistance.
You don't have to pay to download free apps, but you still must have a valid payment method.
