I suspect it is probably a confection between a local DNS server connection and on Apple's end (hence, two servers' connections are conflicting). So, in this instance, making a configuration profile may make be a way to troubleshoot this, singling out settings and configurations of your credentials. B. Contact your ISP:

See if your ISP is aware of this global issue, and if they have any workarounds. Ask them for a troubleshooting page on their end, and then provide that link for others to overview, when it comes to troubleshooting this stuff.
