Library, Recents, and the others like them are special pre-set ways to view your pictures. The "LIbrary" view shows all the pictures in your Library in the order your pictures were taken. The "Recents" view shows all the pictures in your Library in the order they were added to the Library-- not necessarily in the order they were taken. This can't be changed. These albums always provide the same view so that, when something goes wrong or seems off, you (and we) can depend on them always showing the same thing, and there's no chance that someone snuck in and changed the order or removed pictures.
The date the picture was taken is stored in a picture's metadata. If you get the picture from somewhere other than your camera, it's possible that date was erased or changed. Photos never changes that capture date, but other photo systems might. Sometimes they erase the data to preserve privacy. If the capture date is changed, then it will be hard to find. If pictures keep the original capture date, then that's the order they are seen in the Library view. You might need to check with Google to find out exactly what they do. And it could change.
As I said, the "Recents" view shows all the pictures in your Library in the order they were added to the Library. But this can also be confusing, because if you import a whole batch of pictures into Photos, the order they're received may not be what you think. Photos uses multiple paths, so the first one in is not necessarily the first one out.
You can make your own albums and sort those. Try using a search to get the pictures you want. You can search for all the pictures from July 4, 2024, for instance, and put them in your own album. But, if the capture date has been changed, that won't work. But you may be able to search for "Fireworks," maybe, and get lots of the same pictures.
