Yesterday was the first time it happened. I turned everything off, including the router and modem, waited a while, then turned everything back on. It worked. Today it didn’t!!! I’ve spoken with Spectrum and we went through all the discussions re privacy, vpn, etc. However, NOTHING WAS CHANGED IN THE SOFTWARE FROM ONE DAY TO ANOTHER ON MY IPAD. What is going on?\\

There's currently an issue with Apple's Private Relay service - that also affects the related Mail Privacy Protection.
Apple - Support - System Status
The workaround, pending restoration of normal services, is to disable Mail Privacy:
Settings > Mail > [Messages] Privacy Protection > Protect Mail Activity - set to OFF
This workaround won't restore images for email already delivered to your iPad, but should resolve the problem for new mail that you receive.
