Pinch and Crop/Extend Wallpaper not working for Customized Home/Lock Screen Wallpapers

I'm setting up a new customized photo shuffle wallpaper on my iphone and on previous customized wallpapers it allowed me to crop and pinch the photos and would blur the top (which would show as "extend wallpaper") but on this new one I'm setting up it won’t allow me to pinch and crop the photos. There was an update recently but if I flip back to my old ones, they still allow me to pinch and crop. How can I do that with my new wallpaper?
