I’m trying to lock my SIM card in an unlocked phone however us cellular won’t give me the code
It needs the 4 digit code since I’ve never used it but is cellular is denying that they have it

Your carrier has the code......called a SIM Code or PUK Code. Maybe you need to ask for a senior support person who can give you a straight answer.
Apple does not have the code that you are looking for if that might be what you are asking.
