How do I change my Apple ID?

After a lot of hassle, I've determined that it was not my password that was compromised in a data breach, it was my apple login ID. My password is secure and doing its job, but every time some darkweb jerk tries to log in to my account, my account is suspended until I reactivate it. It happens 2-3 times a month. How do I change my apple ID? Do I need a new email for this? I can contact my ISP for that, but what is the procedure with apple? All of my account settings show the login email as unchangeable.
