How do I reset my iCloud account password and update the phone number?

I upgraded my phone to a new one and forgot my password to my old icloud and i reset my apple watch and it’s under that icloud ,Also that icloud is under a number i no longer have access too and everytime i try to use my new number it locks my account and i have to wait days in order to try again
