I'm not sure that this is it, but sometimes the email provider or the wifi system don't let large files get through. I'm sitting at a cafe right now, and I know that I can't send very large attachments from here with my email. If I need to, I switch to using my phone for a WiFi HotSpot, and send it through there. One thing you can try when you want to send a large attachment is to turn off wifi on your phone so that it is forced to use the cellular system.

Of course, it it's the email provider, then changing the wifi won't help. If the picture size is the big problem, then in Mail you can set the image size smaller. That might work.
