The first generation iPad Air, iPad mini2 and mini3 can only be updated to iOS 12.5.7.
Apple ended major update support for these models of iPad in September 2019 - although they have since received occasional “point” security updates, the most recent being released January 2023. These devices cannot be updated to iPadOS 13 (or any later major versions of iPadOS) as the internal hardware does not meet the minimum technical requirements (CPU capabilities and available RAM) for newer versions of iOS/iPadOS.
Whilst many App titles remain compatible with your iPad, if you want or need to access to Apps requiring the most recent versions of iOS, you’ll need to consider replacement of your iPad with a newer or current model that supports iPadOS17.
Be aware that WhatsApp Developers have not released an App compatible with iPad - the App being currently limited to iPhone. Whilst the App is not available for iPad, you might be able to access the service using a web browser:
For information, here is a list of the highest version of iOS supported by the older models of iPad (for simplicity - “generations” are shortened to a number) that are restricted in their ability to be updated:

An iPad mini 2 from 2013 can run iOS 12.5.7, but nothing newer. It is too old to update to anything beyond that.
If you need to run apps and websites that require a newer iOS or iPadOS version, then you'll need a newer iPad.

No, I'm telling you you have a very old device, and there are certain things it can no longer do. Wether you buy a newer device is up to you if you really need to run whatsapp web and other apps your current iPad can't.

Nothing. Your iPad is too old to be able to access Whatsapp web and other apps that require a newer operating system.
You don't need to buy a new iPad if you don't want to, but you do have to accept your iPad, being 11 years old, is no longer capable of doing what you need it to do. What you do about that, is up to you.
Do 50 year olds cars have the same options as current ones? No.
Can 20 year old computers run the same software as current ones? No.
Why do you expect 11 year old iPads to be still be able to things current , much newer and much more powerful iPads can?
Cars still run on the road. But with thr latest features, the eletronic 0roduct brcome useless if it is not allowing to use the latest apps. In the older laptops, browsers allow to access to whatsapp. But in this case, Whatsapp is only available to IOS 13 and above. And apple dont provide update to Ipad Mini2 above 12.5.7. Still my IPAD is in good condition but it doesnt provide latest feature like google meet, whatsapp which has become so necessary now a days and a way of communication or meeting, it becomes mandatory for customer to go for latest product which support latest features and keep the vintage product as a memory. Is there any exchange opyion is available??? Atleast u can sell old cars and get money. Does it possible with older IPad products.

This is a user-to-user technical community. Contributors here are all end-users, just like you. Other than the site Moderators, Apple neither monitors nor participates within this Community.
Information provided here concerning your iPad mini2 - and its inability to be updated - is not a marketing ploy. Your iPad not supporting newer versions of iPadOS is a technical limitation, principally due to inadequate CPU and RAM resources to run a more recent version of iOS.

This installed Safari web browser may not support current security requirements of the WhatsApp web service.
For this reason alone, you may be unable to access some web or financial services using older devices. This is true of any computer - and is not an Apple limitation.
