Not being able to update apps or download apps that you deleted before

I can’t update any of my apps. I deleted Whatsapp because it needed to do an update and it didn’t work. Now I can’t download it anymore. Every time I click on the cloud symbol to update it, it starts loading and then the cloud symbol appaers again. This is really annoying can anybody help me please?
