How to fix CDPStateError -2 on Apple Watch setup?

It is 100% an Apple issue, not AT&T. I have the same issue on AT&T, but there is another thread where we are discussing the issue and many of the users having the same issue are on Verizon.

the thread above is where we have been posting. For what it’s worth, my devices pair just fine if I set them up for myself as a second or third watch for my phone, but I am unable to pair them for any family member using my phone (my two children).

I bought a watch for my son but have encountered the problem above, I have tried everything. The only thing that helped was connecting to Icloud via browser on my mac from my son's new account. after that I tried connecting the watch to my phone again, this time it worked properly. Try this

I struggled to get over this error for one full day for a similar situation of setting up a watch using my iPhone with family sharing option. But I kept getting this error. What I did was, I signed on with my daughter’s iCloud id on my Safari while adding the watch and it was then successfully paired. Please try it.

my iPhone is iPhone 14 and my daughter’s watch is SE (2nd Gen) Refurbished.
