Lose photo in icloud for windows

Sometimes I upload photos through my Windows laptop by simply dragging the files into the iCloud Photos folder. When I do this, the files are actually moved to the folder, not copied. I forgot about the files, and now when I couldn't see them on my iPad, I opened my laptop and see only file icons. When I try to open them, a download starts and then fails with a request error. If I open the properties, I can see that it says occupied storage in the cloud is present, but on the laptop it shows 0. Considering there is no copy, how can I recover the files?
