iPhone 6s Plus
An iPhone 6S plus can't be updated beyond 15.8.2, it doesn't have the hardware required to run anything higher.
If you need a higher iOS version, you will have to purchase a newer phone.
• If you have an iPhone 5S or 6/6plus, the highest you can update to is 12.5.7
• If you have an iPhone 6S through 7, or SE 1st generation, you can update to 15.8.2
• If you have an iPhone 8 or X, you can update to 16.7.8
• If you have an iPhone SE (2nd generation or later), or XR through 15, you can update to 17.6

Updating an iPhone 6s to iOS17:
You Can't. This is not an option. Your iPhone model(6s Plus) is incompatible with the latest version: iOS 17.6. It can only go to iOS15.7.2.
For reference...
Updating your iPhone:
Try updating your iPhone first. Do so, through a computer. If you cannot update it, then it is likely out of date. As for getting the options back(if they existed), you'd have to perform a few things, perhaps leading to a reset.
Updating an iPhone:
Determining if an Update will Install:
How to do so...
A. Verify Compatibility:
Identify your iPhone model. The first thing that comes to mind in incompatibility being the culprit. So, confirm the model of your iPhone. If iPhone model is incompatible with iOS15 then it is because you iPhone does not meet the hardware requirements for this iOS version(s).
B. If Compatible...
1. Back Up First:
IMPORTANT: If you have an option to update, however, then be certain you backup your iPhone first. That way, you will have something to restore your iPhone from should anything go wrong with the update
then...
2. Proceed with the Update:

This is a change on UPI. You need iOS17 (iPhone XR or later) to get this going. Apple is proprietary; so, in a way, their trying to get you to upgrade to a newer products (Apple provides update for 6 or 7 years, and then discontinues all support, and no more update provided forthcoming). A little bit snippy, I think, but at least it keeps all their customers up-to-date with recent technologies.
As an exception to all of this, when a worldwide health crisis comes about(i.e. COVID), the WHO required Apple and Microsoft to provide updates for older operating system devices, so that their users' computers could run these health applications.
There is a new update for the iPhone 6s.......iOS 15.8.3.
But, that is as far as the iPhone 6s can go.
It cannot run any versions of iOS 16 or iOS 17.
