Because Apple Wallet is not available for the ipad mini, what is an acceptable icloud enabled app to use instead? Do i need to use a third party app? I do not have mobile on the Mini.

iPad Mini, like all iPads, does not have NFC so transactions cannot be made in person. You can use the Wallet in Settings app to make online purchases. Please follow the instructions in the Apple Support article, to setup your Wallet and add you payment method details.
