hard reset on mac mini 2023, Sonoma 14.1.2, apple M2 without apple id or password
I have tried several things with no success....

Did you purchase this Mac mini new from Apple or from a third party...?
If you bought it new from Apple, then take it to your local Apple Store or AASP for assistance.
