Unable to scroll while highlighting on MacBook in some apps

I just upgraded from an Intel to an M1 MacBook Pro, and I think a very basic piece of trackpad functionality is broken. In the Notes app, I used to be able to highlight text, and then scroll up or down with two fingers while still holding the original highlighting click. More precisely, I would:

  1. Click and hold with thumb on trackpad.
  2. Drag index finger a little bit to highlight some text (keep holding thumb down).
  3. Remove index finger (keep holding thumb down); some text should be highlighted.
  4. Attempt to scroll with two fingers in the usual way, while still holding thumb down.

What used to happen (good): The app would scroll, continuing to adjust the highlighted region of text according to where the cursor was on the screen.

What happens now (bad): Nothing happens while attempting to scroll with two fingers, as long as my thumb is held down. But after attempting to scroll, once I release my thumb, the screen suddenly jumps to where it should have landed from the scrolling. The original region of text is still highlighted with no adjustment.

The "bad" behavior occurs in Notes and Preview, but the "good" behavior still happens Chrome or Pages (these still behave the "good" way).

I imagine this is a bug, since (1) the inconsistency between apps is clearly bad, and (2) the sudden jumping behavior after releasing the thumb is clearly bad. This is happening on my Apple M1 Pro device running Sonoma 14.6.

Any fixes or workarounds?

what could happen if you decided to change how you select:

Select a small amount of text at the beginning.

release the mouse-button or trackpad.

scroll freely and easily to later in the document or web page.

Hold the shift key and click at the END of the range you want selected, PROVIDED the cursor is close enough to text to become an insertion point.

then everything from original selection to terminal click will be selected, and your fingers do not ache.
