Here is what to do: If your iPhone or iPad won't update - Apple Support

If you have an iOS 14 beta profile still loaded, remove it and try again: How to uninstall iOS or iPadOS beta software - Apple Support

If you have an add-on VPN, remove it, restart, and try again.
