Transferring Photos to a New iPhone:

A. Use Quick Start:

When transferring to a now iPhone, QuickStart is what to use here. All downloaded items will be transferred, along with applications. So, go here: Use Quick Start to Transfer Data to a new iPhone or iPad - Apple Support

B. Sync Through iCloud:

Sign in to the same Apple ID as the one on both iPhones, and then enable Photos in iCloud Settings. Being synced, Photos will be accessible between both the two iPhones and this other device. However. you'd have to download them.

On Both iPhones:

1. Click: Settings
2. Tap: your Name (top item)
3. Tap: iCloud
4. Toggle On: Photos
