I bought this iphone like 2 weeks ago and its charger’s cable covering has got torn from where it starts to gather.So is it replaceable or I have to buy a new cable

Yes, it can be replaced ... however, if you are asking van it be replaced at no cost to you, then the answer will be that, as IdrisSeabright has already mentioned, an Apple Technician will need to examine this charging cable. If they determine it is due to a manufacturing defect, and not user mishandling, you should be able to get it at no cost.
