Can a 12 year old add a Smartrip (DC Metro) card to their Apple Wallet through the Smartrip app?

Can a 12 year old add a Smartrip card (Washington DC Metro card) to their Apple Wallet to use with Apple Pay? I know you can’t add it through the Wallet app, but I think you can add it through the Smartrip app.

Generally, if you’re under 13, most features are of Apple Wallet are not available. Is your child a member of an Apple Family Sharing group? If so, the organizer of the group may be able to add the transit card. If the child is not a member of an Apple Family Sharing group what happens when you try adding it?
