Why are my Notes only visible on iCloud and not on my iPhone?

Why are my Notes only visible on iCloud and not on my iPhone?

I tried accessing my notes app on my phone but they have disappeared and when I tried checking on the web through iCloud, they are right there. However I can’t find iCloud folder at all on my notes app. And when I tried scanning document, it tel me to upgrade even thought it’s updated in the App store

Check Settings > Notes > Accounts and be certain iCloud is set up as your one and only Notes account.

I tried removing notes from both gmail accounts, it says all gmail notes will be deleted if I do so.

Then I hope I do not lose the iCloud notes if I should do that please
