I’m trying to access my old notes and have tried resetting passwords and all that. It works for the new notes, but not the old one. How do I get into the old note or reset the old password? It’s been way too long and I can’t remember the old password.

If you used a custom password, you can't.
iOS/iPadOS:

If you forget this password, you can reset your notes password and use your new password to lock other notes. If you access your iCloud notes on more than one Apple device, use the same notes password to lock and unlock all of them.[…]"
