How to turn annoying blue arrow off

This blue arrow is really bad, and why do devs keep changing things? I turned it off by going to systemsettings>accessibility>keyboard>. toggle on full keyboard access, then go to keyboard settings>keyboard shortcuts>accessibility>. untick everything, and i think it is the accessibility controls unticked which made it go away. To make sure i also went to panel editor under keyboard settings option and top right where it says show, click on not show.

"Blue"... The color can be changed in Settings>Appearance so not so definitive describing your issue.

My Caps Lock is NOT on. This annoying blue arrow has to go. Pops up randomly and stays on the screen, covering up text until I point my cursor on it and click it, then it disappears and does not bring any pop up on when clicked... so what is its purpose to begin with? Some say it only comes on when the Caps Lock is on... but this keeps popping up when it is off.
