after somebody has blocked your number, do they still receive a notification if you save voice messages that were sent previously on imessage?

They will likely get a notification you kept the message.

Are you sure about that? I don't think I've ever gotten a notification about anything people have saved that I've sent them in iMessage?
If you save a voice message from someone who has blocked your number, does it notify them?
