Creating live stickers not always saves live version.

I have version 17.5.1

I have about a 70% success rate of creating a live sticker from live photos that are found in my photo album.

But 30% of the time a fully live photo will just save a still photo when I try to create a live sticker.

Missing out on some really cute stickers I want to save and am wondering if theres a trick I'm missing for a 100% success rate for this?

I hold the subject of a live photo and they get outlined like normal, then save sticker when prompted. But like I said sometimes it just saves a still photo instead.
