How do I fix iCloud storage password pop-up issue on my iPhone?

randomly thought the day I get a pop-up on my screen even if my phone is unlocked that is my passcode screen that says ‘enter password for iCloud storage’ and no matter how many times I type it in or hit cancel it comes

back a few times then just stops before doing it again not to long after and sometimes when I power my phone off and then back on I can no longer work the screen without forcing it to power of the hard way.does anyone know why or how I get rid of this? (Side note: when I power off my phone or just randomly it clears my tabs in safari which is annoying because then I gotta reopen my important tabs)
