Not easily.
Purchase Apple Music in the new Apple ID, export your playlists, export your purchases (to a Mac or PC), log out of the old, log into the new, add your playlists.
Or set up and use Family Sharing, if the old account has the Apple Music Family Sharing subscription.
This is all somewhat less difficult on Mac, too. (I’m not sure if iPhone or iPad can export playlists, for instance.)
