How can I fix iCloud sync pause issue on iPhone 13 Pro?

my iphone 13 pro setup did not complete and now it says icloud synching is paused I had simply logged into icloud on my new phone and it started the download, but I cant seem to get it restart. Any ideas? I am missing contacts photos and apps
