Well, my phone has a certain screen time. My phone sent me a notification and somewhat later I have less screen time. This is becoming a problem because it is affecting me and my mother has not even touched the screen time since this is getting really annoying and I’m really starting to not wanna have an Apple phone.

which iPhone model you use, and, which iOS version is installed.
ScreenTime use may be completely controlled by yourself, unless there are parental control in place.

If parental controls are in place, you may need to ask a parent for help, as only the person with the password can make changes:
