Would i be able to restore iCloud backup through PC after i logged in without iCloud backup from phone

So i'm having an issue with an app that won't let me log in no matter what and one of the tips that would help me fix the issue was to reset the device and launch the game back again, but i've tried it already and it didn't work, so i wanted to know if i could reset the phone with no iCloud information linked to the phone so the interface of the app it's showned as a new one and then later restore the iCloud data through the PC even after i've interacted with the phone with no iCloud backup data.
