Supposedly I can retrieve deleted photos under Albums, in Utilities. But the Utilities folder does not show there. I cannot find it. do I retrieve the lost photos?

The Recently Deleted link under utilities only appears if there are items in Recently Deleted.
in photos, select albums from the bottom
scroll down past albums, shared albums, people & places, media types, then you’ll see utilities and links for imports, duplicates, hidden, and recently deleted

If you click on the "Albums" footer and cannot scroll down to the Utilities header, you may be inside the "My Albums" subview. Here's how to check:
If you see a line near the top reading "< Albums" at left, "My Albums" in the middle, and "Edit" near the right, you are in the "My Albums" subview that shows only your own albums. Click on "< Albums" to return to the main "Albums" view.
The main Albums view should have a line at the top with "+" at left, "Albums". in the middle, and "See All" at right. The scrolling area below should have a major heard "Albums" followed by lesser headings "My Albums", "Shared Albums", "People, Pets & Places" (or some variant), "Media Types", and "Utilities". Each of "My Albums" and "Shared Albums" has a side-scrolling area for their contents plus an option "Show All" to enter the corresponding subview.
Photos that have been recently deleted appear in the Recently Deleted folder for up to 30 days (unless further deleted from that location). Items deleted from Recently Deleted are permanently deleted and cannot be recovered.
if you think you lost all your photos, you can check your iCloud? You could see it there, just go to iCloud, and just sign in there and you might see your photos there.
I cannot find the Recently Deleted folder. The instructions I found do not work for me, and for other people who have written in about the same problem. The instructions say: In photos, click on "albums." Then scroll down past all the albums to some writing that includes "Utilities." When I scroll down in "albums," there is nothing. No writing, no further options. No Utilities folder. Nothing. I do not know how to find a "Recently Deleted" folder.
Oh, dear. Then my problem is even more mysterious.
Suddenly, a group of about 8 photos I had taken, and viewed, disappeared from my phone.
My only theory was I might have accidentally somehow deleted them.
Where/How else can I look for them??? Any ideas?
My lost photos are there now, in Recent Photos! I don’t know why I could not view them before? I wonder “where” I was when I looked before, and they were not there! Or why they disappeared in the first place!
i am grateful for your help!
The Recents view shows pictures in the order that they are imported but that may sometimes be an unexpected sequence-- it depends in part on the processing time for the pictures. The Library view shows the pictures in the order they were taken, but clocks may be off.
It's worth trying the "search" feature-- you can search by date, by location, by category (like flower or horse or car,) so sometimes you find "lost" pictures that way.
Really happy that, somehow, they were found!
Your instructions about the Albums subview have been so helpful. I understand the structure better now.
Sadly, the photos are not there. Now I will try the next suggestion, iCloud. Thank You
