How do you make the iPhone act as a wifi extender via personal hotspot

My question is simple and straightforward yet I am told that it’s not possible at all when I had my iphone 5 though I was able to use the personal hotspot as a repeater/extender yet with my iPhone 11 pro max I keep having issues due to my internet connection being turned off by the iPhone because here at home our router only allows two mobile devices and is open for unlimited computer access yet my personal router according to the manufacturer only allows two devices other than computers and labels them accordingly game console, phone tablet tablet, cell phone, game console, and computer console and computer are unlimited yet tablet and cell phone are labeled as mobile devices and only two are able to be connected at any time my phone is one of them and I have a tablet not allowed to connect with it because of someone else also always connected with there’s an they only have a tablet so please tell me how to enable the wifi extender feature on iPhone
