My playlists appear in the watch. However, when I press play, it does not play. The watch is paired with phone and air pods. I've updated to latest os update. I have turned off both devices and turned back on with no luck.

If you start the Music app on your watch and tap on the AirPlay icon in the right corner above, are your AirPods selected as output devices?
And the songs have been downloaded onto the Apple Watch?
So, if I understand you correctly, with the iPhone nearby you can listen to music on your Apple Watch and AirPods, but as soon as the iPhone is not connected, the playback on the watch does not work?
If so, did you check, if the Music app can use cellular data?
You can check this on your iPhone in the WatchApp/Cellular ->Music App -> "on"

I have followed all of the above steps force restarting the phone and the watch. Also, confirmed AirPods are connected when music is played n watch screen. The play list and songs appear but instantly pause when I hit play.
Yes, I have a Music subscription. I can play music from my phone and from the watch when I'm near my phone. My watch has cellular and it's turned on. I am able to play podcasts, answer phone calls, and send text messages. Music is the only issue.
