How to send money or pay to someone using Apple Pay?
I need to send money to someone that does not have a website to check out?

Only if they have a merchant account and accept debit or credit cards. You can always send them a check or money order. Another remote possibility would be using Apple Cash. Apple Cash is not permitted to be used for commercial transactions, unless through a merchant account, which Apple Cash does not offer. Sending someone Apple Cash is literally like handing a stranger cash. Apple Cash offers no fraud protection. If this transaction ends up being a scam, you will not be able to recover any of your funds.
