After the most recent update, all videos on all streaming services are lagging but the sound is playing perfectly

I downloaded this update last night and then went to bed without checking anything. I woke up and got on my laptop and tried to watch a podcast on YouTube and the visuals of the video are lagging, it looks more like a slideshow of screen grabs from the podcast instead of a video. The sound is playing perfectly even when I tab out the sound is not lagging, and having no problems there. I tried also logging into Netflix and Hulu to play a snippet of a show to see if it was happening there, and it was. Anyone else experiencing this or knows how to fix it?
