Awesome. That should be good, if Wi-Fi reception is sufficient in that device location, without significant interference.
I haven’t checked for wireless interference. How come all my other devices work?
Please check; none here would know your house layout, room objects, and neighboring networks. Your Apple TV box (or any Wi-Fi device in that exact location) may be influenced more than other devices, because of its position and surroundings. Height may be of influence. Distance from the Wi-Fi access point may be of influence (not too far, not too close). Shielding from metal objects may be of influence; a table, cabinet, or statue. Reenforced walls may be of influence. Nearby high powered devices may be of influence. Tangled power cables may be of influence. Interference from neighboring networks can deteriorate the signal (especially in apartment buildings) [Try a WiFi Analyzer app to find the best channel on each band for your router, if it can’t find such automatically from a restart]. Interference from other devices that emit in the same radio frequency range can deteriorate the signal. Maybe you have powerline network segments that aren’t stable enough for such use. Or other possible reasons I haven’t thought of.

I don’t know what the last question about “optional powered network gear” means.
Maybe you have a mesh network with multiple nodes. Maybe you have repeaters, extenders, switches, hubs, extra access points, etc. that may benefit from a restart. If you have just one modem-router for network gear, and nothing else, then this doesn’t apply to you — that is the ‘optional’ part.
Why won’t it just work like every other device I have connected to wifi?
We’ll have to find the cause of your issues, before that can be answered.
If you have found good reason to suspect the device itself, then contact Apple if it can be tested at a Store or Service Provider.
Why is the Apple Tv box different?
It’s not. I would expect any similar device in the exact same location to also behave the same.
