I have a new Apple Watch 9 and it hasn’t loaded the messenger app when pairing with my Iphone15? Can I add the app to my watch manually?

If supported on the Apple Watch, you will have to install those apps, using the WatchApp on your iPhone.
Open the WatchApp, tap on My Watch, then scroll down to Available Apps. If the app is listed, tap on "Install"
In case the the app in question is WhatsApp, there is no stand alone app available, and you will have to enable notifications for WhatsApp in the WatchApp/Notifications/Mirror iPhone Notifications/WhatsApp -> "ON"
