How do I fix my iTunes purchase that could not be completed?

Looks like you were trying to buy artificial consumables ("in-app purchases") for some game.

The error message seems clear enough. It tells you that you have to contact iTunes Support (Apple) (to sort out the issue with your payment method), and it tells you what Web site to visit to do that.
