Why are my Pay Tel calls going straight to voicemail?

CALLS FROM PAY TEL (AN INMATE SERVICE) HAS STOPPED WORKING - CALLS ARE GOING STRAIGHT TO VOICEMAIL

DNS is not activated. No blocked numbers. All other suggestions checked and not the issue.

make sure unknown callers is turned off
