I'm unable to download apps using my WiFI after updating iPhone

I cannot download apps on wifi or download new ios updates on my phone or ipad. As soon as I connect to another wifi or cellular then I can download apps and new ios updates. I have restarted my rooter and the internet 2x and also asked the network provider to reset it from their side. All other network services are working.

That usually points to a blockage or restriction preventing access to Apple's update servers to download the update.

You would need to look in your router settings to see if something is being locked.

Also, if you are using a VPN either on your iPhone or on your router, you may need to disable it.
