Opening More Than One Outlook Window

I used to be able to open more than one Outlook Window in Safari so that I could refer to an email I had received while writing a reply in the second window. Now Safari changes the windows so they only show the same thing. I can on longer access two separate windows for Outlook while in Safari. Is there a fix for this?

iMac 21.5″, macOS 12.7

I tried opening separate tabs for Outlook in Firefox and in Chrome. I was able to work with each tab totally independently in both browsers. So, the problem I am having in Safari doesn't show up Firefox or Chrome. Would the way Outlook configures their page cause them to act differently in Safari than in other browsers? I know I've had several occasions in the past year or so when Safari wouldn't open Outlook at all and I had to go to another browser. Do you think there is something in the configuration of Outlook that makes it incompatible with Safari?
