I bought an iPhone 15 Pro yesterday. The phone does not work. I can’t make a call but I can receive calls. Is there something in settings that needs to be done?

What happens when you try to make a call exactly?
How did you get your service transferred to the new iPhone exactly?
Have you contacted your cellular service provider?
There is no setting to enable or disabled outgoing calls directly beyond enabling or disabling the entire sim card which would also cause incoming calls to not come in.
